Resource consent has been granted for a $120m retirement development on the former Feltex Carpets factory site in Ilam, Christchurch.
A decision on the application prepared by ViaStrada was issued by Commissioner John Milligan on January 29, 2009 and no subsequent appeals to the Environment Court were lodged, meaning the path is clear for detailed design and construction of the development.
ViaStrada has had extensive involvement in the consenting of the project, with Jeremy Phillips and Rhys Chesterman having prepared the consent application and traffic impact assessment. Urban design and traffic matters were key issues for the consent application and Jeremy and Rhys worked closely with a wider team to present expert evidence on these and other matters before Commissioner Milligan.
The $120m development designed by architects Warren and Mahoney comprises a 271 unit retirement community on a 27,000 m2 Business 4 zoned site. High quality architecture and urban design and extensive landscaping underpin the development, which is located in a residential neighbourhood.
