Early Transport Advice Helps Avoid Costly Development Delays

5th October 2026

Christchurch City Council's latest Resource Consents Update highlights a growing issue: developments are proceeding to resource consent before transport design issues have been resolved, or are being built differently from approved plans. The result can be redesign, delays and costly rectification work. One recommendation in particular stood out to us:

"Manoeuvring requirements can be complex, so we recommend that applicants seek input from a suitably qualified transport engineer early in the design process."

We couldn't agree more.

Small Oversights Can Create Big Problems

The Council notes that many transport-related non-compliances arise from issues such as:

  • Vehicle manoeuvring that doesn't account for the correct design vehicle
  • Insufficient clearance around parking and accessways
  • Emergency service access requirements being overlooked
  • Vehicle crossing constraints identified too late in the design process
  • Completed developments differing from consented plans

These issues can result in redesign, consent complications, construction changes, and additional costs.

How ViaStrada Helps

At ViaStrada, we work with developers, architects, planners and project managers from the earliest stages of development design. We identify transport constraints early and develop practical solutions before they become costly problems.

Our services include:

  • Concept plan reviews
  • Vehicle tracking and manoeuvring assessments
  • Access and parking design
  • Integrated Transport Assessments (ITAs)
  • Resource consent support
  • Road Safety Audits
  • Expert transport advice throughout the design process

Whether it's a townhouse development, subdivision, retirement village, commercial site or mixed-use project, early transport input often leads to better site layouts, fewer surprises and a smoother consent pathway.

Real-World Experience

We've recently helped developers across New Zealand resolve complex vehicle manoeuvring and access challenges, including:

  • A five-townhouse student accommodation development with 40 bedrooms, where we assessed parking layout, vehicle manoeuvring and traffic effects.
  • A Papamoa townhouse development where we assisted with vehicle manoeuvring, emergency service access and Council compliance requirements.
  • The final stage of the Waimakariri Junction retail development, where we assessed parking design, vehicle access and manoeuvring, mobility parking, and pedestrian and cycle facilities.

The Earlier, The Better

The best time to involve a transport planner is before plans are finalised and before a consent application is lodged.
As CCC's latest guidance highlights, transport requirements are becoming increasingly important in development design. Early specialist advice can save significant time, cost and frustration later in the project.
