Background

Blackabee Group engaged ViaStrada to provide transportation planning and assessment services to support a resource consent application for a proposed seven-unit townhouse development in Papamoa. The project involved reviewing the proposed site layout against Tauranga City Council District Plan transport requirements and assessing several access, manoeuvring, and active transport considerations identified through the pre-application process.

Our assessment focused on the functionality and safety of the proposed accessway, including emergency vehicle access, vehicle manoeuvring, and cycle parking provision. Using vehicle tracking analysis, we evaluated whether vehicles could safely access and operate within the site, while also considering the effects of minor design elements such as a building overhang and the configuration of bicycle storage facilities.

The work provided Blackabee Group with clear guidance on the transport implications of the proposed development, including recommendations for achieving compliance or minimising non-compliance with District Plan requirements. The assessment supported the resource consent process by demonstrating that the site's transport access arrangements could operate safely and efficiently.
