Background
ViaStrada provided a Transportation Assessment to support resource consent for a purpose-built student accommodation development. The proposal replaces an existing dwelling with five townhouses containing a total of 40 student bedrooms adjacent to the University of Canterbury.
To assess compliance with Christchurch District Plan transport requirements, we evaluated site access, parking layout, bicycle facilities, vehicle manoeuvring, and anticipated traffic effects. We also undertook vehicle tracking analysis to confirm the safe and practical operation of on-site access and parking arrangements.
Given the site's proximity to the university, frequent bus services, and key cycle routes, we demonstrated that the development would support sustainable travel behaviours while generating only a minor increase in vehicle activity on the surrounding network. The assessment concluded that the development could be safely accommodated within the existing transport environment, with transport effects expected to be less than minor.
