Background

In his previous role at Palmerston North City Council in 2009, John Lieswyn developed guidelines for the design and location of bus stops around the city's bus routes. Later, when seconded back to PNCC in 2017-19, John updated those guidelines to reflect changes in best practice.

PNCC is committed to providing infrastructure that supports and encourages the use of public transport. Encouraging public transport use means providing services and supporting facilities together as an overall package that allows for convenient, cost effective, reliable, safe and appealing travel.

The document developed contains guidelines and procedures for the location and design of bus stops and facilities. The purpose of this document is to inform a strategic and consistent approach in the provision of bus stops, while recognising that each site has unique characteristics that must be considered. Topics covered in the guidelines include:

  • Consideration of bus services/routes and design bus dimensions
  • Bus stop locations (incl. visibility/lighting, intersections/driveways, pedestrian crossings)
  • Bus stop layouts (incl. road sign & markings, bus bays vs boarders, use of tactiles)
  • Location/design of bus shelters and other associated street furniture & amenities
  • Public consultation of proposed new/amended bus stops
