Background

The purpose of the Ōtepoti Dunedin Pathways Walking and Cycling Programme Business Case (PBC) is to identify an optimum investment programme to provide a safe, inclusive, and low-carbon transport network in the city. The focus of this business case is to create connected and high-quality walking and cycling environments supported by initiatives and incentives that will encourage and enable people to walk and cycle for everyday journeys safely. 

ViaStrada led the project with Stantec in support for the Strategic Case. The work included public engagement web mapping, supporting analysis of public feedback, collation of previous and related strategies and business cases, fieldwork, and all business case stages. ViaStrada's innovations included using GIS for programme and project cluster prioritisation and a client-adjustable investment programme spreadsheet with entry fields for annual spend that automatically distributed available funds across project proposals and years. The work was accompanied by a draft public-facing masterplan, including a network design philosophy based upon a Dunedin-appropriate version of best practices outlined in NZTA's Pedestrian Network Guidance (PNG) and Cycling Network Guidance (CNG).
