Background
Kingborough Council is investigating a new 3.2 km shared path linking Blackmans Bay and Huntingfield, following the Algona Road corridor. Identified in the Greater Hobart Cycling Plan, this project aims to improve safety for walkers and cyclists, provide sustainable transport options for all ages and abilities, and ease local traffic congestion.
ViaStrada was commissioned by Kingborough Council to deliver a Shared Path Feasibility Study, assessing potential route options and laying the groundwork for future funding and design. Our work carefully considered factors such as connectivity, safety, constructability, and cost, while supporting Council’s broader transport and land use strategies.
The proposed path would link rapidly growing suburbs to schools, parks, and recreational areas, while addressing minor property access, drainage, and maintenance needs. ViaStrada assessed multiple route alignments, including a newly developed third option that proposes an overpass reconnecting communities separated by Algona Road — as also envisioned in a related Bus Rapid Transit study.
A comprehensive multi-criteria analysis found that Options 2 and 3 ranked highest for overall benefits. Economic modelling shows the preferred Option 3 could deliver a return of $2 for every dollar invested, with potential for even higher returns if integrated with future public transport infrastructure.
The next steps include securing funding, engaging with the community, and conducting environmental and heritage assessments to inform the detailed design phase.
