Meeanee / Guppy Road intersection improvements

The Meeanee Road / Guppy Road intersection in Napier is a high-volume, complex signalised intersection adjacent to the SH2/SH50 interchange and immediately north of Arthur Miller School. ViaStrada has been working with Napier City Council on low cost safety improvements at this location since 2018, aiming to address three persistent problems: dangerous offset right-turn movements that create sight line conflicts between opposing vehicles, insufficient pedestrian crossing protection for primary school children, and inconspicuous cycle facilities that create pinch points for cyclists.

This latest phase of work — triggered by community concerns before a planned trial roundabout could be installed — assessed ten options ranging from signal upgrades to permanent roundabout configurations. ViaStrada applied Safe System Assessment matrices across seven crash types for each option, combined with SIDRA intersection modelling across AM, inter-peak, and PM periods, and future volume sensitivity testing using the City’s strategic network model out to 2048. A multi-criteria analysis then compared the five shortlisted options against pedestrian safety, cyclist safety, right-turn capacity, Safe System alignment, intersection performance, and cost.

Two options emerged as the strongest. Upgrading the existing signals with exclusive right-turn lanes and movements for all legs offers lower cost and better peak-period capacity while meaningfully improving safety for all users. Installing a permanent roundabout with metering signals and signalised pedestrian crossings on the east and west legs achieves the best overall Safe System score and superior off-peak performance, though at significantly higher cost. ViaStrada's analysis gives Napier City Council a clear, evidence-based framework for deciding which investment path best serves the community, including the school children who rely on this intersection every day.

Given Council’s limited current budget for physical works, the upgraded signals were selected. ViaStrada supplied the detailed roadmarking and signal plans for implementation.
