This article draws on Bronwen Bisley’s research on cycleway development in Ōtautahi Christchurch and highlights the evolving nature of public engagement and its implications for public consultation best practice.

Cycleways generate lively discussion, with responses to new proposals ranging from vocal opposition to ardent support. Today there are many platforms on which to express an opinion: from formal consultation to social media, or even the local news. With a multi-case study approach, this research focuses on the challenges and success of three cycleway projects in Christchurch (Rapanui – Shag Rock; Quarryman’s Trail; Ferry Road connection). 

Key themes are identified across the case studies. Challenges include an increase in public belligerence towards, and mistrust of, government officials; and the rapid spread of mis- and dis-information online. There have also been successes, including more effective formats for public consultation sessions and the benefits of trial projects.
