Motueka Community Pool ITA and design advice

Background

ViaStrada was engaged by Tasman District Council to prepare a Transport Impact Assessment (TIA) for the proposed Motueka Community Pool, a new community aquatic facility to be located on King Edward Street in Motueka.

The assessment examined the transport effects of the proposed facility on the surrounding road network, covering site access design, parking requirements, pedestrian and cycle access, and the effects on two nearby intersections — the State Highway 60/King Edward Street/Old Wharf Road roundabout and the King Edward/Queen Victoria Street intersection.

A key challenge was accounting for Motueka's strong summer tourist peak, which significantly increases traffic volumes on State Highway 60. ViaStrada developed a robust methodology for predicting seasonal peak traffic using continuous count data and historical seasonal ratios, and modelled intersection performance under base, summer peak, and summer peak with pool traffic scenarios using SIDRA software. The analysis found that the additional traffic generated by the pool would have negligible effects on intersection performance, even during the seasonal peak.

The TIA also provided recommendations on parking provision for a range of user types, pedestrian and cycle access improvements, and future provision for crossing King Edward Street when a proposed shared path to the north of the road is established.

In conjunction, we designed the site access to King Edward Street, which is shared with a number of existing commercial operations.
