Background

ViaStrada was commissioned by Waimakariri District Council to undertake a concept design stage Safe System Audit of the Rangiora Eastern Link (REL), a proposed new 3-kilometre arterial route connecting State Highway 71 (Lineside Road) with Northbrook Road on the eastern outskirts of Rangiora. The audit assessed the concept design for road geometry, intersection treatments, active mode provisions, signage, and roadside safety features, following Waka Kotahi NZTA's Safe System Audit Guidelines.

The audit identified 23 safety concerns across a range of categories, from intersection and roundabout design to provisions for cyclists and pedestrians. Key findings included recommendations around path safety at roundabouts, driveway sightlines, guardrail placement, and the need for consistent speed management along what will become a significant urban connector. ViaStrada's findings provided the project team with clear, prioritised guidance to improve safety outcomes for all road users as the design progresses toward detailed design and construction.
