Dunedin South Speed Management Plan

ViaStrada completed a speed management study on behalf of the Dunedin City Council to address community concerns about road safety in South Dunedin, particularly those raised by parents and children through a Social Pinpoint consultation process. The project also responded to identified crash patterns on key network routes and at major crossroads within the study area.

The study established a street hierarchy and modal priorities to help guide travel movements throughout South Dunedin and to support the establishment of safe and appropriate operating speeds. ViaStrada recommended a speed management framework that set arterial and primary collector routes at 40 km/h, while reducing local streets to 30 km/h. This included a proposed 30 km/h section of Forbury Road to support the objectives of the Our Streets programme.

To reinforce the proposed speed environment, the project identified targeted physical improvements across the network to create a more self-explaining and self-enforcing street environment. A staged delivery programme was developed, with initial implementation focused on the western part of South Dunedin, where high numbers of children travel to and from school and move around the local community.

Overall, the project provided Dunedin City Council with a practical and evidence-based roadmap for improving safety, encouraging active travel, and creating a safer transport network for all road users in South Dunedin.
