Invercargill school speed limits

The Invercargill School Variable Speed Limit Programme was developed to support the implementation of safer speed environments around schools across the city, in alignment with Invercargill City Council's Speed Management Plan. The project involved preparing detailed scheme plans for schools on their road network, identifying appropriate locations for variable speed limit signage and ensuring consistency across all school sites while accommodating site-specific requirements and national guidance.

Following an initial pilot involving four schools, a standardised methodology was established and subsequently applied across the wider programme. Scheme plans were prepared for 30 schools, including primary, secondary, special character, and rural schools, with each assessment considering school access arrangements, road environment, and traffic conditions. In addition, a best-practice traffic calming assessment was completed for every school to identify opportunities to further enhance safety around school environments.

The completed programme provides Invercargill City Council with a comprehensive suite of ready-to-implement scheme plans that support the rollout of variable speed limits at schools throughout the district. By establishing a consistent and evidence-based planning framework, the project has laid the foundation for improved safety outcomes and safer journeys for students, families, pedestrians, and cyclists travelling to and from school.
