Background
ViaStrada has been a trusted partner to Whanganui District Council for the last decade, supporting the Council's ongoing programme of traffic signal renewals and upgrades across the city. As part of this programme, one signalised intersection is typically upgraded each year, replacing ageing infrastructure while bringing the intersection up to current industry best-practice standards for safety, accessibility, and operational performance.
The signal upgrade project formed a key part of this programme and involved the retrofit and renewal of several signalised intersections, including Ingestre Street, Dublin Street, Glasgow Street, Guyton Street, Wilson Street, and Taupō Quay. Services included investigation, traffic modelling, survey coordination, signal design, controller programming, detailed design documentation, SCATS integration, construction support, commissioning, and as-built documentation.
Working closely with Council staff and specialist stakeholders, ViaStrada developed practical and cost-effective solutions that modernised signal infrastructure while improving safety and accessibility for all road users. The wider programme also included intersection-specific improvements, layout refinements, road marking updates to align with evolving guidance, and the coordination of additional surveying and design services as project requirements developed.
A notable feature of the programme has been the use of temporary roundabout traffic management during construction, which has attracted positive feedback from the community while enabling the efficient delivery of intersection upgrades.
