Background

ViaStrada supported Waka Kotahi NZ Transport Agency through a three-phase investigation of safety improvements at the high-risk SH1/SH62 intersection in Spring Creek, north of Blenheim. The project included an initial scoping study, an Investment Logic Mapping process, and a Scheme Assessment Report to identify the most effective long-term solution for reducing crashes while maintaining the strategic role of State Highway 1, in proximity to a level crossing.

The intersection presented a complex mix of challenges, including high heavy vehicle volumes, nearby rail infrastructure, pedestrian access issues, and a history of serious crashes. 

Through detailed assessment and stakeholder engagement, multiple improvement options were evaluated against safety, operational, and economic criteria.
A roundabout emerged as the preferred option, offering significant safety benefits, improved access for pedestrians and cyclists, suited to the transport environment and offered a practical solution that accommodates the unique interaction between the state highway and adjacent rail corridor. The project also introduced an innovative lay-by arrangement designed to maintain network functionality during rail crossing events.

The recommended solution provides a long-term improvement for one of the South Island's highest-risk intersections and establishes a model that could be applied at similar rail-adjacent locations across New Zealand.

Since the construction of the new roundabout, there have been no fatal or serious injury crashes recorded, and minor-injury crashes have reduced substantially.
