Background

ViaStrada was engaged by Christchurch City Council to conduct a post-construction safety audit of a newly installed Kea Crossing on Amyes Road, outside South Hornby School. The review involved both daytime and night-time site visits to thoroughly assess the facility under real-world conditions.

The audit identified a range of design, construction and safety issues across signage, road markings, footpath infrastructure and street lighting. Key findings included concerns around sign placement and pole conspicuity, a tripping hazard at a kerb bridge block joint, lighting coverage on the far side of the crossing, and potential conflicts between crossing operations and nearby driveway access. The report also flagged longer-term risks related to parking within the adjacent intersection during school hours.

ViaStrada provided practical, prioritised recommendations to address each issue, as well as broader guidance to inform the design of future Kea Crossing facilities across the Council's network.
