Background

Axel Downard-Wilke was seconded to Christchurch City Council to deliver this project. He took on the scheme design of this complex project, where many competing objectives had to be weighed up.  

The project involved developing scheme options from initial ideas and adding new schemes. Alternative scheme options were developed, assessed through a multi criteria analysis, and reviewed against updated project objectives. Tasks included collecting data on traffic flows, crash analysis, evaluating parking demand, commission and evaluate network modelling, and analysing pedestrian movements.

As part of the process, Axel worked closely with council staff from various departments, and external consultants. A key role was to help the team members undertaking the public engagement and reporting to elected members to make the complex data understandable.

The outcome was an evidence-based report and final scheme plans that were implemented largely as developed. This supported better transport outcomes for all users of Lincoln Road.
