Background

The existing intersection of Haven Road and Halifax Street is currently controlled with a small diameter multi-lane roundabout. The adjacent land use is city fringe with a variety of commercial and recreation land uses. A key link in the wider Nelson network it connects cycleway networks and the city centre.

The combination of high vehicle volumes, poor roundabout deflection and a vehicle focussed environment is resulting in poor road safety outcomes, especially for active modes. Roundabout geometry enables and encourages high speeds. People walking have no priority, and people cycling must mix with heavy traffic.

ViaStrada completed a business case outlining improvement options to inform Council’s request for National Land Transport Programme funding. A key part of the work was development of feasible improvements that improve safety while still being (at least partially) fundable under the current Government Policy Statement (GPS) and associated NLTP rules.
