Lyttelton Port safety reviews and design concepts

Objective

To assess the relative safety of the existing port entrance (particularly given the proximity of the railway crossing and priority intersection), as well as consider potential design alternatives for safe operation of trucks, buses and other port vehicles.

Background

Traffic volumes at Lyttelton Port are expected to continue increasing, with heavy commercial vehicles and cruise ship passenger buses making up much of this growth. Daily train numbers are also projected to continue to increase. As a result, over the past few years, ViaStrada has been tasked with several investigations for LPC, including:

  • Assessing the current level crossing located at the main gate using KiwiRail’s Level Crossing Safety Impact Analysis (LCSIA) criteria to evaluate the potential safety impacts of proposed layout changes and provide recommendations for improvements
  •  Brainstorming potential changes to the road configurations in the vicinity of the main gate and level crossing, and preparing draft concept design plan options
  •  Investigating swept-path tracking paths for buses accessing and parking near the cruise ship terminal
  •  Assessing the relative safety and operational effectiveness of implementing a swipe-card system for port access and egress, and considering alternatives to this such as road layout changes.

Using their roadway design and rail crossing expertise, ViaStrada advised LPC on these matters with recommendations for potential improvements or changes to their current ways of operating.
