ViaStrada's planners are currently reviewing the Council-initiated Plan Change 53, which aims to facilitate higher standards of urban design, appearance and residential amenity in the Living 3 and Living 4 Zones in Christchurch.
Whilst ViaStrada strongly endorses the intention of the Plan Change, through our extensive work on resource consent and traffic assessments for developments in the Living 3 and 4 zones (for both developers and Council), we are mindful of:
- the likely new constraints to development projects or land holdings in the Living 3 and 4 zones;
- new development opportunities for developments projects or land holdings;
- changes to the risks for development projects or land acquisition; and
- general opportunities for improvements to the proposed Plan Change wording and provisions.
